New Power Plan (Energy Star at AC mode) Installation for Windows XPThis new power plan is called 'Energy Star at AC mode', and sets the necessary time for several actions.
To install the "Energy Star" power plan for Windows XP:
Download and install the following package:

includes: http://www-307.ibm.com/pc/support/site.wss/license.do?filename=mobiles/xp_pwrpol.zip
Pwrpol.exe
PWERPOL.INI
Installation Guide:

Extract above files to a local folder (example: C:\TEMP).
Click Start, then click Run...
Type in the path and name of the command (example C:\TEMP\XP_PWRPOL\PWRPOL.EXE) and press Enter.

Installation Guide:

Extract all above files to a local folder (example: C:\TEMP)
Open an Administrative Command Prompt. Click Start, select All Programs, select Accessories, right-click Command Prompt, and select Run as Administrator. Answer the User Account Control prompt.
In the new command prompt window, change directory to the path containing the files (example CD C:\TEMP )
Type in the path and name of the command (example C:\TEMP\VISTA_PWRPOLV\PWRPOLV.EXE) and press Enter.

这个就是预装的OS的PM里有 energy star选项，而自己重装后没有这个选项的添加工具。
